Lincoln Police Department – Community Safety Registration Program
Protecting Our Most Vulnerable Residents
The Lincoln Police Department has developed a confidential registry to assist in locating and caring for community members affected by Alzheimer’s, Dementia, Autism, or other cognitive and medical conditions that may cause disorientation or wandering.
This registry allows officers to quickly access important information—such as a photo, physical description, medical conditions, and emergency contacts—when a person is reported missing or is found and unable to communicate. Having this information on hand can save critical time and help us respond effectively and compassionately.
To enhance this effort, the Penobscot Regional Communication Center created the Wandering Program in 2015. This countywide initiative supports first responders by providing real-time access to a secure database of individuals prone to wandering. It alerts officers to key details, including potential triggers and calming strategies that can help ensure a safe and respectful response.

How to Register
You have two options:

Information We Need to Register:
- Name and Date of Birth
- Address and Phone Number
- Height, Weight, Hair Color, and Eye Color
- Scars, Marks, or Tattoos (if any)
- Condition (Alzheimer’s, Dementia, Autism, etc.)
- Any known medical conditions
- Safety concerns (e.g., risk of self-harm or aggression)
- Name of Primary Physician
- Hospital Preference
- Primary Caregiver’s Name, Address, and Phone Number
- Emergency Contact Information
- A recent photo of the individual
- Any other helpful information
Lincoln Police Department – Property Watch Program
Planning to be away for a while? Let us help keep an eye on things.
The Lincoln Police Department offers a free Property Watch Program to help reduce property crime and give you peace of mind while you’re away from your home or property for an extended period of time. Whether you’re headed on vacation, traveling for work, or leaving a seasonal residence unattended, our officers can make routine checks of your property.
How It Works:
If you’ll be away, simply call the Penobscot Regional Communications Center at (207) 945-4636 and request a Property Watch, or complete the online. Your property will be added to our watch list and checked regularly by officers during their patrols—often at varying times throughout the day to help deter suspicious activity and avoid predictable patterns.
Important: Please be sure to call the same number to cancel the Property Watch once you return home. This helps us avoid unnecessary checks—and unexpected visits in the middle of the night.
What You’ll Need to Provide:
When requesting a Property Watch, please be ready to share the following information:
- Your Full Name and Date of Birth
- Address of the property to be checked
- Home and Cell Phone Numbers
- Your Destination and a Contact Number there
- Departure and Return Dates
- Any Local Contact(s) (friend, neighbor, caretaker) and their phone number(s)
- Whether any lights will be left on (include timer details if applicable)
- Any vehicles left on the property (include description and location)
- If anyone will be on the property during your absence (include names and vehicle info)
- Any other important notes for officers (alarms, hazards, pets, etc.)

Property Watch Program
Concealed Weapons Permit – Lincoln Police Department
The Lincoln Police Department issues Concealed Weapons Permits to eligible residents of the Lincoln community. If you are interested in applying for a permit, please follow the steps outlined below:
- Application
Click the link below to access and complete the Concealed Weapons Permit application form. - Payment
After completing the application, visit Lincoln Police Department to pay the associated fee listed on the form. Be sure to keep your receipt. - Submission
Once payment is made, bring your completed application packet and receipt to the Lincoln Police Department. A staff member will review the materials with you to ensure everything is in order. - Processing
After your application has been reviewed and processed, you will be contacted by the department.
If approved, your permit will be valid for four years, and you will receive a photo ID Concealed Carry Card issued by the Lincoln Police Department.

Local Sex Offender Registry & Residency Ordinance – Lincoln, Maine
The Lincoln Police Department would like to remind residents that our town has a local ordinance in place that restricts where registered sex offenders can live. This ordinance was created to help ensure the safety and peace of mind of our community.
In addition to this ordinance, our officers check in and ensure our sex offenders currently living in our jurisdiction. Officers are responsible for conducting periodic checks to confirm the offender is still residing at their registered address. This proactive approach helps us maintain accurate information and quickly identify any violations.
The Sex Offender Registry Website, maintained by the Maine State Police – State Bureau of Identification, provides public access to information about registered offenders currently residing in Maine. Please note:
- The Registry does not include all individuals convicted of a sex crime—only those required to register under Title 34-A MRSA, Chapter 15.
- Registration is limited to those sentenced for a qualifying offense on or after January 1, 1982.
- Registry information is updated daily and includes the date of the last verification next to the offender’s address.
It’s important to understand that while the Registry is a valuable tool, offenders may move without notifying the state, and the accuracy of any listed address is not guaranteed. If you believe any information is incorrect, you can contact the Maine Sex Offender Registry at 207-624-7270 or email them through the contact information on the Registry site.

The information on the Registry is provided solely for public safety and awareness. It is not intended to predict or assess the risk of re-offense, nor is it a warning about any specific person. Misusing this information to harass, threaten, or intimidate anyone listed—or any other person—is illegal and may result in criminal charges.
